Was minor knowinglly, intentionally, or negligently
A. Placed in a situation endangers life and limb or physical health
B. Cruelly confined or punished
C. Deprived of food clothing or shelter
D. Sexually exploited
E. Victim of Trafficking

Physical neglect- Failure to provide basic needs
Emotional neglect- Suffer sever negative effects due to parents failure to provide normal experience giving feelings of being loved, wanted, secure, and worthy. Lack may affect ability to form normal relationships.

Have not been provided relinquishment of parental rights services required when worker considers TPR
Both child and family will receive appropriate counseling regarding potential relinquishment

Discuss feelings about themselves and worker will assure that a child is aware of and can deal w/ feelings

Possibility of voluntary by parents will first be explored before court action is initiated
